I just had an idea regarding this.
What if the inmates' family/guardians/supervisors/law enforcement sent them off to the asylum not knowing it was shut down? Just... "Oh here's an asylum, that sounds good, off you go."
Or maybe the asylum they had been at lost funding and they had to transport the people there. I dunno I'm just tossing out suggestions for people to pick at.
