What would you prefer?

To be in conflict with

1) A villain like Frieza everyone fears and rules an empire, army or villain group so you woldn't fight him/her or have much interaction till the climatic battles.

2) Or a more personal villain who like The Master where you are there obsession and you would fight them a lot and most there plans revolve around you rather then conquest power or destruction?

does #2 have the potential for unexpected sexual tension? like, say, maybe you're fighting and then your weapons stop working or whatever and now you're fist fighting which turns into grappling and then wham suplex and now you're both on the ground and you have your enemy in a submission hold but it is actually you that is submitting, submitting to your feelings

Of course. It's really the only thing the Resident Evil movies got right... until the end of that movie anyway, because they have to fuck everything up.
